Finisterre Vision is a cooperative ministry effort of local churches. We are a group of pastors, having a passion for involving our churches in seeing the Great Commission completed in Northeast Papua New Guinea.

Scott Maxwell
Scott is the Executive Director of Finisterre Vision as well as one of its original founders. He has a Doctor of Ministry in Expository Preaching and a Master of Divinity degree from The Master’s Seminary, as well as a Bachelor’s Degree in Education from the University of Nebraska-Lincoln. Dr. Maxwell has over 25 years of pastoral ministry experience.
Smedly Yates
Smedly has been a pastor at Grace Bible Church since March of 2008. Smedly, his wife Janet, and their kids moved to Arizona from Nashville, Tennessee, where he served as pastor of student ministries at Community Bible Church. Smedly and Janet were married in May of 2000 while in graduate school in California. They have five children: Evi, Zoe, Emet, Grace, & Madeline.
He graduated from The Master’s Seminary, and Janet earned a master’s degree in Biblical Counseling from The Master’s College. Both Smedly and Janet graduated from the Moody Bible Institute in Chicago. He is also an author.
Ike Graham
Isaac (Ike) Graham has been a pastor of Orrville Grace Brethren Church since 2000. He also helped to plant the church from 1981-1982. He has a Master of Theology degree from Grace Theological Seminary in Winona Lake, IN. He served with his wife, Nancy, and their children as missionaries in Japan from 1984 to 1992 under Grace Brethren Foreign Missions; and under the Conservative Grace Brethren churches from 1993-1994. He and Nancy have 7 children (Ben, Seth, Rachel, Joel, Arthur, Jessey and Nathan).
Scott Libby
Pastor Scott Libby graduated from Grace Theological Seminary in 1987 with a Master of Divinity degree. He is a native of Vermont, having grown up in Newport City. In the spring of 1982 he received Jesus Christ as his personal Savior, and while attending Seminary he sensed God’s call to serve in the ministry. He and his wife, Monica, have five daughters: Amanda (married to Mark Joubert), Sara (married to Craig Noyes), Michaela (married to Joe DiZazzo), Laura (married to Ezekiel Lemay) and Anna. Scott has been serving as Pastor at the Grace Brethren Church of Irasburg since July, 1988. His daughter, Sara, is serving in Papua New Guinea on church planting team in Pano.
